One other way of assessing its effectiveness versus ineffectiveness might be to look at comparative data (i.e. case studies, best practices, benchmarking data from other countries).

A third way to evaluate the situation might be via design thinking methodology or human centered design.  I think public sector recruitment methodology goes beyond Six Sigma in its approach to systems, organizations, and processes--or at least stands as an evaluative tool to complement Six Sigma.

I think in terms of the overall GDP of the USA, it might be said that its inefficient in certain respects, but not necessarily ineffective--in fact perhaps effective.

Looking at other data?  We might look at various forms of waste....but we would also need to look at how that waste fit into overall budget size and figure out how often waste occurred (perhaps as some sort of statistical percentage).

1. Quality & Speed of work

2. Misallocation & waste (ego & interests of representatives).  Earmarks & logrolling.

3. Taxation (particularly on entrepreneurs & the investment class)

4. Subsidies which are misalocated, misadministered, or otherwise market distorting.

5. Moral hazard/Risky shif

6. Size of government/bureaucracy is hard to monitor and control.  This results in distortions in process of government (ie not as much practice of Six Sigma as could be possible).  For those wanting to know more on this topic--I know Gingrich has proposed the use of Six Sigma as a methodology to control waste in government and I believe he said it would save billions.  (although at the moment this isn't available on his website as mid February he was accused by the Daily Beast of coordinating).  Irrespective, it seems like a good idea--perhaps it could be combined with complementary methodologies which make up for an deficiencies in Lean Six Sigma itself.

7. Lack of data and other forms of feedback loops.  This happens in the private sector, but probably more so in the government.  Also, what data there is is probably misaligned to some degree (i.e. not the right data or not going to the right people).

8. Welfare's distortion of the number of minimum wage workers.  Conversely, that could indicate the minimum wage is too low. (i.e. workers staying out of the labor market because they are better off on welfare).


9. I would also add talents that go unused, failure to tap into the passion of workers (i.e. meaning & fulfillment) and other typical group, organizational, and workplace issues that are potentially magnified in the case of government.
