What is the difference between Public Sector Undertaking (PSU) jobs and government jobs in India?
Well..contrary to popular belief, there is a great difference between a PSU job and a pure government job, at least for entry level personnel.
- In most of the PSUs, it is a 24 hour ongoing process i.e, people work in 8 hour shifts, 6 days a week. In most of the cases, it extends beyond 8 hours, especially for shift in charges and those in maintenance jobs..1 breakdown and you never know how long you will be stuck, even on sundays!! For those in government jobs, a fix timing i.e, a 9- 6 job, with of course , leaves on saturday and sunday.( however the leave structure varies with PSU employees getting 15 CLs etc etc)
- Most of the PSUs have location problems, with the exception of SAIL and NTPC and some others who have their own townships. Government personnel are posted in at least semi urban regions..and also at big cities.
- Most importantly, UNIONS!!! Ah. one strike by any of the unions and you have to be in your office from 6a.m to 6p.m, always in fear during transporting, whether people are going to stop you and hit you! Additionally, you can't force anyone to work if they are unwilling (again due to strong unions) However, nowadays work culture has improved a bit and with automation coming in, things might look up!
- Finally, safety in work place- a very important factor. I work in SAIL, and in steel melting shops and blast furnaces to mills, huge machines are at play. Safety is of extreme importance and even one mistake can cost you your life( believe me.. i have seen very bad workplace accidents)… No fear of such kind in government jobs.
- Salary- well PSUs do give you a good salary, along with accommodation and other perks, which is probably more than government jobs. However with the 7th Pay commission recommendations getting implemented from August 1st onwards, Government jobs will fetch you more money..at least till the pay restructuring of PSUs take place , probably in 2017. Hope this helps!
Why does the public sector in India remain inefficient?
When we say public sector it may mean many things. Let me answer it by construing that you mean PSUs(both central and state) by public sector.
Key factor for their inefficiency are:
- Organizational structure: These organizations are largely bureaucratic and hierachical, which is notsuitable for every kind of organization. These structures may cause huge delays and low team work feeling.
- Suboptimal talent attraction: Due to typical remote locations, less salary and allowances than corporate world, lack of learning opportunities, and lack of challenges leads to sub-optimal talent attraction. This reflects directly in their inefficiencies.
- Work culture: Most employees have attitude of beung happy with a ‘sarkari naukari’ rather than competiting for excellence. Procedures and non-liability to wrongs are key values espoused by empkoyees rather than innovation and risk taking.
- Lack of autonomy: Decisions may be taken at higher echelons or micro managed by ministry officials. Field work employee lacks autonomy to take initiave.
- Reward structure: Performace appraisals are not objective and promotions are based on service length. There is lack of individual level instataneous reawards.
- Little accountability to perform: Due to job security these people lack race for excellence. Politics and unions further reduce this accountability by defending inefficient employee.
Thus a huge array of factors are responsible for inefficiencies.
PS: Some of them are really doing good like ISRO but then these maladies are either not plaguing them or are affecting them in lesser degree.

Many of these do so forth a part-time basis, many those people earn more than they did working in someones free time than their own old if you're jobs.
Police State - The constitution is basically being ignored by those working the actual planet various governments that have got an oath to enforce it. It might no rights any more. Courts no longer appoint a lawyer to those who cannot afford one. They ask utilizes to and additionally an affidavit attesting to finances and sometimes they appoint one, sometimes not and in that case the judge is designed to protect the rights for the defendant. Not kidding here, it holds true.
